Soon your civic body will be empowered to control pollution in your city. In case of Ahmedabad, AMC and AUDA will be given the powers.

The state government is planning to empower urban local bodies (ULBs) like municipal corporations and urban development authorities for controlling pollution after it realised that the Gujarat Pollution Control Board (GPCB) is not able to control the huge air, water and land pollution in major cities like Ahmedabad, Surat, Vadodara and Rajkot. The ULBs will also have powers to penalise those violating certain norms.

Highly placed sources said, "Even after various attempts by the government, the GPCB has not succeeded much in controlling the rampant air, water and land pollution. So the government is planning to give more powers and infrastructure to ULBs for controlling pollution in their respective areas."

In the new system, both GPCB and ULBs will have powers to act on controlling pollution. New environment oriented GDCR (general development & control rules) will be made for all ULBs.

The ULBs will be provided with sewerage treatment plants (STPs) and underground gutters will be made.

Green buildings and water conservation efforts by citizens will be promoted. Industrial and commercial units will be asked for waste water recycling.

"At present, the responsibility of conservation of rivers, reservoirs and water bodies passing through the city limits is with state water resource and water supply department; similarly, the responsibility of conservation of the forest area within the city areas is with the state forest department. Now, for better conservation of water bodies and forest in city areas, ULBs will be given more powers,'' the sources said.

The ULBs will have to work with the forest department for the greening of the cities. The government will provide special assistance for it.

The state energy efficiency standards will be announced soon for all the ULBs. The state urban development department will take up the urban greening programme as a 'Golden Jubilee Goal' under the chief minister's urban development scheme.

The government will fund nurseries for promoting the greening of the urban areas. Any government or private land which is not in use for last five year will be compulsorily used for greening in all the cities. Anyone who does not follow the compulsory greening may be fined.

"Conservation of the environment has not been considered much at the urban planning stage. By empowering and making ULBs responsible for the environment conservation, it is expected that there will be some reduction in the pollution levels in the state's growing cities," said the sources.
