Himachal Pradesh chief minister Prem Kumar Dhumal today said strict action will be taken against those found polluting environment and for this his government will even authorise lower-level officials to take punitive action.

The government is "seriously considering" to empower lower level state officals to challan the offenders for defying ban on use of plastic bags among others, he said at a function here.

Launching the third phase of 'Polythene Hatao-Paryavaran Bachao' campaign, Dhumal said, "henceforth it will be the responsibility of the traders and house owners that public places are not littered with plastic waste and stringent legal measures would be taken in case persuasions fail."

The chief minister who also launched the 'Eco-Monitoring and Environment Auditing Scheme' through the educational institutions, said the third phase of the polythene-free state
campaign would be completed by October 2.

The campaign is being run under the supervision of department of environment, science and technology, State Council for Science Technology and Environment and Himachal Pradesh Pollution Control Board.

The eco-monitoring scheme aims to create mass awareness
through the students and to check use of polythene carrybags
by constituting eco-monitoring teams.

Initially 75 eco-clubs would be constituted in 12 local urban bodies of Bilaspur, Nainadevi, Dalhousie, Hamirpur, Dharamshala, Palampur, Mandi, Shimla, Nahan, Poanta Sahib, Solan and Una.

The students would be responsible to undertake moral policing assignment and fulfil their responsibility towards environment protection, he said. 

Children contributing significantly in implementing the scheme will be awarded. The best school would get a Green Trophy and a cash prize of Rs 25,000 while the school winning the second and third position would be rewarded with cash prize of Rs15,000 and Rs 10,000 respectively.
