The only Indian agency to be shortlisted is IIT Kharagpur.
Six international agencies and IIT Kharagpur are in the running to help the Brihanmumbai Municipal Corporation (BMC) to carry out a land-use survey in Mumbai and suggest land-use patterns for the development plan to be formulated in 2014.
Some of the agencies shortlisted have been involved in surveys in big cities like New York, Shanghai, and Sydney, and the BMC hopes one of them will be able to help it recast Mumbai as a world-class city.
The development plan defines land-use patterns in the city and sets FSI norms for various areas. It details terms for schools, colleges, and open spaces for a given populace. The last such plan was formulated in 1991. Mumbai’s record of following earlier development plans, however, has been poor.
“A high-powered committee under commissioner Jairaj Phatak shortlisted six agencies out of the 28 parties that applied,” said Deepak Kulkarni, deputy chief engineer, development plan. “We felt the need to invite assistance from external agencies as we do not have the staff to carry out such a comprehensive study.”
Kulkarni said the role of the agency appointed would be to go from plot to plot, find out the actual users, calculate the population density, and check on amenities, playgrounds, theatres, and educational institutes.
The final approval for the appointment of an agency will have to come from the standing committee of the BMC. “We will invite objections and suggestions from the public and submit the proposal to the urban development department,” Kulkarni said.
Not all town planners are convinced about the need for the exercise, however. Pankaj Joshi, executive director, Urban Design Research Institute, said, “The world over, local authorities carry out such surveys themselves. It’s a continuing process, where land-use surveys are done every year and not only when the plan needs to be revised. The BMC sleeps for 20 years and then realises it’s a huge task. Now there’s too little time and how the agencies do the survey will be critical for the city.”
