Maharashtra bags four national urban awards

Four cities in Maharashtra — Mumbai, Navi Mumbai, Nagpur and Pimpri-Chinchwad (PC) — have bagged awards under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

Prime minister Manmohan Singh, giving away the prizes at a function in New Delhi on Thursday, which marked the fourth anniversary of the programme, said the JNNURM has fulfilled many of the government's expectations. "The programme has succeeded in focussing the attention of our policymakers on issues of urban renewal as never before.

The problems of urban areas and their sustained development are no longer accepted stoically; they are being tackled and beginning to be tackled effectively."

Maharashtra has been among the higher performing states. Mumbai won the best mega city award, Navi Mumbai won for outstanding improvement in waste water and sanitation, Nagpur for outstanding contribution in water supply, and PC for outstanding work in the field of social security for housing; the PC municipal corporation is the largest in Asia and is implementing a Rs860-crore housing scheme.

The state has received Rs2,982 crore for the Urban Infrastructure and Governance (UIG) scheme, which has 77 projects, and the Urban infrastructure Development Scheme for Small & Medium Towns (UIDSSMT), which has 94 projects.

"The majority of the country's urban projects are under operation in Maharashtra and the state has done remarkably well," Union urban development minister Jaipal Reddy said on the occasion.

The prime minister said that the government has had key reform victories, including repeal of bottlenecks like urban land ceiling and reform of rent control acts in many states; and the passage of community participation and public disclosure laws are helping to create an air of transparency and accountability in the governance of cities.

"The success of the JNNURM is critical to tackling the problems that go with rapid urbanisation," the prime minister said. "As infrastructure struggles to keep pace with demand, urban chaos is becoming a way of life. Our cities and towns are not an acceptable face of a rapidly modernising and developing economy. This must clearly change and change for the better."
