Parents and students should be warned about paying to touts who could force the former to file affidavits with a Rs. 100 stamp while seeking cast, income, nationality or domicile certificate.
One can file an affidavit on plain paper without any stamp paper while applying for these certificates. The Inspector General of Registration and Controller of Stamps (IGR), Dr. Shrikar Pardeshi has announced that one can apply on plain paper, and there is no need for any submitting of affidavit with stamp paper to Government offices.

Addressing a press conference on Friday Pardeshi made it clear that he was announcing this only after receiving a few complaints from the parents and students in this regard. He said that he has received two-three complains from Mumbai and a few other places that that Rs. 100 stamps were not available which were required while submitting affidavit during the admission process.
Pardeshi made it clear that the state govt had published through Gazette on July 1, 2004 and despite this people are falling prey and filing affidavits with stamp papers. He made it clear that the Gazette clearly says that govt remits the stamp duty chargeable on the instruments of affidavits or declaration made for obtaining either of these four certificates being filed or used before any govt authority or court or before the officer of any court. Pardeshi said that if there is complain from students or parents that educational institution is seeking affidavit with stamp paper then his office would inquire into it as to what is the reason for asking for affidavits.
