CBI chips in to net criminals

The Central Bureau of Investigation has come up with three basic flaws in the fight against cyber crime. Rakesh Aggarwal, superintendent of police, CBI, said the mechanism to tackle cyber crime at an international level will have to have a standard legal process and procedural application that all countries should adhere to.

Aggarwal was speaking at the Interpol’s International Cyber Crime Conference in New Delhi. Also, there was a need for a monitoring agency and partnership with other agencies, he said. Delegates from 40 countries took part in the conference.

It should be on the lines of International Civil Aviation Organisation. Aggarwal said presently international cooperation meant mutual legal help in collecting evidence and maintaining 24x7 contact points through the Interpol and G-8 networks.

Aggarwal said it was an important prerequisite to standardise harmful conduct involving the Internet.

There were differences in procedural obligations to execute common requests such as subscriber details, log preservation and content interception in various countries.

Some countries require a formal judicial order for such requests while some others act on the basis of police-to-police cooperation.

“There is a need to standardise these procedures,” he said. Cyber crime in India is still at a nascent stage. “India has a number of well-equipped cyber-forensic laboratories and cyber-crime investigation cells, one of which is under CBI control,” the CBI officer added.

In 2006, India successfully executed over 30 cyber crime-related requests from agencies abroad, demonstrating it’s will to cooperate with other nations in the fight against cyber crime.
