Doodhwala to be back as Smimer chief
The SMC standing committee has termed all charges against suspended Dr Homi Doodhwala as void and decided to reinstate him as the medical director of Smimer Hospital.

The SMC standing committee has termed all charges against suspended Dr Homi Doodhwala as void and decided to reinstate him as the medical director and superintendent of Smimer Hospital in Surat. On Friday, the committee also decided to pay him salary and other benefits for the entire suspension period as compensation.
Doodhwala who was medical director and superintendent of Smimer was suspended in 2006, for showing negligence in his duty, post-Surat floods. The city was in danger of an epidemic after floods, and so to prevent it SMC was distributing tetracycline tablets to patients.
It was alleged that despite appropriate stock of tetracycline in the hospital, Doodhwala did not distribute it to the poor patients. Further, being a medical director, he had powers to purchase medicine up to Rs2 lakh which he did not exercise. Another allegation was that he had obtained affiliation as associate medical professor only with his influence and did not possess the required qualifications.
The standing committee shelved reports of two committees that had investigated the case: one committee under the chairmanship of Dr IG Desai to find out Doodhwala’s negligence during duty and another headed by Jayesh Deskar to verify his educational qualifications. “Both committees did not find any proof of negligence or fraud, while the court also declared him innocent in the matter. There is resolution of state government that any suspended official should be reinstated within 90 days, while Doodhwala was without job for more than two years,” Mukesh Dalal, chairman of standing committee, said.
Civic authorities were stunned by the decision and hoped that municipal commissioner will stop the appointment. #“Dr Doodhwala does not possess qualifications required for associate professor and this is mentioned in the Jayesh Deshkar Committee report. Municipal commissioner should challenge the decision as per rule 451 under BPMC Act and forward it to state government for decision,” said a top civic official.
