Two chief managers move Gujarat High Court with allegation that junior officers have been promoted due to arbitrary, unfair and discriminatory promotion policy.

Two chief managers of ONGC’s HR department, who are responsible for recommending promotions for others, are crying foul after being denied their own promotions, and have approached Gujarat high court.

Separate petitions were filed in the high court by Rajesh Saxena and RK Derhgawan, posted at ONGC Ahmedabad, after they failed to find a place in the list of chief managers promoted as deputy general managers. They have alleged foul play in denial of promotions to them even though officials junior to them were among those promoted.

ONGC had cleared a list of 675 chief managers from 26 departments on December 22 for promotions as DGMs. The two officers alleged that influential junior officers in close proximity of Delhi and Dehradun bosses have been promoted due to arbitrariness and favouritism.

“Because of ONGC’s arbitrary, unfair and discriminatory move, our juniors have now become our seniors,” Saxena and Derhgawen said in their petitions. They alleged that some of the officials promoted do not meet the eligibility criteria laid down for promotions, while they have been denied promotions even though they fulfill all the conditions. The two officers have asked the high court to stay the promotions to the post of DGM.

In response to the petition, the high court has issued notices to ONGC chairman Sudhir Vasudeva and ONGC’s HR director KS Jamestin seeking explanation over the promotion policy. Further hearing on both petitions is slated for January 22.
