BDA bosses in soup over land deal

The Lokayukta special court ordered the Lokayukta police to investigate complaint wherein three and former officials of the BDA have been accused of violating rules.

The Lokayukta special court on Saturday ordered the Lokayukta police to investigate the private complaint wherein three current and former officials of the Bangalore Development Authority (BDA) have been accused of violating rules.

The complaint is against BDA commissioner Bharat Lal Meena, former commissioner Siddaiah and former chairman Subir Hari Singh. Former councillor of Hulimavu, C Lakshminarayana, filed the private complaint in the Lokayukta special court on Saturday. The court asked the Lokayukta police to submit the investigation report by March 30.

The complaint states that in 1996, the state government had acquired seven acres and 13 guntas of land at JP Nagar IX Phase. The acquisition was denotified when the land owners made an undertaking before the government that they would maintain the land as a nursery. It was decided that the BDA would take the possession of the site if the condition was violated.

However, later, the landowners entered into an agreement with a private builder to develop five acres and 13 guntas for residential use. In October 2006, the owners and the builder approached the then special district commissioner, who converted the agricultural land into the one that could be used for residential purpose.

The complaint says that the landowners and the builder then produced the building plan of the residential apartment to the BDA.

Siddaiah, Singh approve plan
The then BDA commissioner Siddaiah approved the plan in February 2008. The then BDA chairman, Singh, signed on the sanction letter. The complaint states the officers should have directed the BDA to take possession of the land as per the condition on which the site’s acquisition was denotified in 1996.

Meena ignores complaint
After the officers’ approval, construction work began on the site. Lakshminarayana recently brought this to the notice of the BDA officials, including the agency’s commissioner Meena, but no action followed.

The case came up for hearing before judge NK Sudhindra Rao on Saturday. He directed the Bangalore Urban Lokayukta SP to look into the complaint under section 156(3) of Criminal Procedure Code and file a report by March 30.
