State president of the Karnataka Backward Classes Awareness forum KS Shivaram said, 'When the search committee to which the job was assigned has failed to bring any panel before the government, how can the chancellor appoint Rangappa?'

For the first time, a public interest litigation (PIL) against the governor of Karnataka, who is also the chancellor of state universities, is going to be filed at the Supreme Court. The Karnataka Backward Classes Awareness forum is approaching the SC, questioning the appointment of KS Rangappa as vice-chancellor of Mysore University.

Talking to DNA, KS Shivaram, state president of the forum, said, “When the search committee to which the job was assigned has failed to bring any panel before the government, how can the chancellor appoint Rangappa?”

“This is what we are questioning at the Supreme Court. Along with this, we are including issues of chancellor protecting Visvesvaraya Technological University (VTU) vice-chancellor H Maheshappa and the former VC of Mysore University, Shashidhar Prasad,” he said, adding that, "The petitioner will file the PIL in the SC by January 18, 2012. “We are meeting the advocate for the purpose and we will file the petition by next Friday.”

Meanwhile, Shivaram has already filed a petition at state high court against Rangappa. “There are proven cases against Rangappa. One is plagiarism and another is favouring his son in getting admission. Questioning this, I have already filed a PIL at state high court,” he mentioned.

Issues Raised by the PIL

  • Being a chancellor of the state universities, the governor has not followed social justice in appointing vice-chancellors
  • When the Ranga Vittalachar Committee proved the allegations against Shashidhar Prasad former
  • V-C of Mysore, the chancellor intervened and protected him
  • Most of the candidates appointed as V-Cs are involved in one or the other scams
  • The chancellor is protecting VTU V-C, against whom there is a case of submitting false documents, which helped him get the post
  • Recently, though the deanship of the acting VC of Bangalore University N Rangaswamy had expired, the chancellor violated the act and gave him extension till the appointment of a regular V-C
