Reliance Communications has paid Rs85.85 billion ($1.8 billion) as 3G spectrum fees to the department of telecommunications, India's No 2 mobile phone carrier said on Monday.                                            Reliance won the right to provide 3G mobile services in 13 telecoms zones earlier this month in an auction that lasted 34 days and will generate $14.6 billion for the government, nearly twice what it had expected.
