Delhi: Aruna Asaf Ali government hospital superintendent accused of misconduct

A recent complaint letter marked to Directorate of Vigilance, the secretary of the State Health & Family Welfare Department, Chief Secretary of Delhi, Lieutenant Governor, against Dr GP Kaushal, Medical Superintendent of the Delhi government's Aruna Asaf Ali government hospital revealed his alleged illegal appointment as MS and a few other cases of misconduct against him.

The letter discloses that Dr Kaushal is an NFSG (Non-functional Selection Grade) officer and thus is not suitable to hold the position. The DHS Cadre (Allopathy) Rule, 2009 states that 'SAG Cadre Post assigned for Medical Superintendent of Delhi Government, Not NFSG cadre.', but he was still transferred by the Additional Secretary of H&FW to "destroy the evidence against the delinquent officers."

"My promotion is due for the last six years and I have served as an NFSG cadre officer for long. I should have been a SAG many years ago. I have four FIRs against my name and I must answer all the queries that are directed towards me. This is all to destroy the image of government hospitals. These accusations compromise with our primary duty to take care of patients," said Dr GP Kaushal, Medical Superintendent, Aruna Asaf Ali Government Hospital, in response to the complaint letter.

The letter marks all the cases and FIR numbers where inquiries were needed but the documents were either dissolved or the investigation reports are pending. One such case is where an Electronic Token System was procured for the hospital; when the company responsible for the installation was contacted a year later, they denied the installation and said that they were never contacted.

While Dr Kaushal denies misconduct, the complainant has requested a suitable SAG Cadre doctor be appointed as the MS of the AAAGH against whom there are no pending cases.

THE LETTER

The complain letter states, “Dr Kaushal denied any departmental inquiryin this case, not intimated his higher authorities, not persuade the pending FIR No. 476/2014 in the Civil Lines Police Station, restricting the undersigned to pursue the case, through denying information under RTI Act, 2005.
