UP Deputy CM Dinesh Sharma takes BIG decisions on state universities, exams

A meeting was held to discuss the preparations for conducting exams for 2020-21 and to implement a minimum uniform syllabus in the state universities.

A virtual meeting chaired by Uttar Pradesh Deputy Chief Minister Dr Dinesh Sharma was held on June 24 (Thursday) with Vice Chancellors of state universities to discuss preparations for conducting examinations for the year 2020-21 and to implement a minimum uniform syllabus in state universities.

 

University Exams

UP CM directed to conduct the university examinations for the academic session of 2020-21 by August 15 and to declare the results by the last week of August. The duration of the exam should not exceed 01.30 hours (one and a half hours).

To prevent the COVID epidemic, the guidelines issued by the government should be followed during the examination. Admission should be started from August 15 by adopting a transparent policy for admission in undergraduate/postgraduate, the effort should be that the admission process is online. The academic session '2021-22' should be started from the month of September, so that the students do not face any kind of inconvenience in their studies.

 

National Education Policy 2020

Deputy Chief Minister Dr Dinesh Sharma directed that in the context of National Education Policy-2020, the work of implementing minimum uniform syllabus in state universities from the academic session 2021-22 should be done on a priority basis. He directed that all the dues should be paid and the dependents of the deceased should be appointed as per rules in the cases of COVID-19 and non-COVID-19 deaths in the state universities from April 01, 2020, by running a campaign.

 

No-objection certificate

The Deputy Chief Minister enquired about the updated status of pending cases related to the online affiliation of colleges and directed to issue a no-objection certificate related to the online affiliation of colleges in the month of July. Special care should be taken of the quality of construction works and send a report to the government after conducting a third-party investigation. He also said that the eligible teachers should be promoted as per rules by running a campaign on all university promotions.

 

Center of Excellence Fund

Dr Dinesh Sharma, taking information about the updated status of utilization of Center of Excellence Fund from the year 2017-18 till now, directed that the consumption certificate and outcome of the amount provided should be made available to the government immediately. He also directed the state universities to send the proposal of the Center of Excellence to the government.

The meeting was attended by Vice-Chancellors of State Universities (through video conferencing), Additional Chief Secretary Higher Education Smt. Monika S Garg, Principal Secretary Higher Education Shri Subhash Sharma (through video conferencing), Secretary Higher Education Shri Shamim Ahmed Khan, Special Secretary Higher Education Shri Abdul Samad, Shri Manoj Kumar, Shri Yogendra Dutt Tripathi, Shravan Kumar Singh, Director Higher Education Shri Amit Bhardwaj and Registrar of Universities (through video conferencing) along with other concerned officers were present.

After the completion of annual examinations 2020-21 by August 15, instructions have been given to declare the results by the last week of August.

 

The implementation of a minimum uniform syllabus in state universities from the academic session 2021-22 should be done on a priority basis.

 

The progress of starting new employable courses like Biotechnology, Biochemistry, Nursing Pharmacy in the university to face future do not and communicable diseases.

 

The status of cases related to the appointment of deceased dependents of death due to COVID-19 and non-COVID-19 since March 01, 2020, and immediate payment of their pending remains, utilization of funds released for Center of Excellence in the year 2020-21, work done and next instalment.

 

Demand, new proposals of State Center of Excellence for the year 2021-22, proposals received from universities under Research and Development scheme in the financial year 2021-22 and no objection to colleges and updated status of pending cases for online affiliation in future, etc.
