The Centre has invited applications from those working in private sector, PSUs and state governments for three posts of joint secretaries and 27 posts of directors across ministries.
These posts will be filled on a lateral-entry basis by the Union Public Service Commission (UPSC). Interested candidates can apply from February 6, 2021, to March 22, 2021 at UPSC website: https://www.upsconline.nic.in/.
The lateral entry mode relates to the appointment of specialists from the private sector in government organizations.
According to UPSC, it is being done as per the requisitions received from the Department of Personnel and Training (DoP&T), Government of India.
UPSC Lateral Entry: Ministries
In a release, UPSC stated "talented and motivated Indian nationals willing to contribute towards nation-building" are being invited to join the government at the level of director on a contract basis" in the following 13 ministries:

The recruitment at the level of Joint Secretary on a contract basis will be done in the Ministry of Commerce and Industry, Department of Revenue, Ministry of Finance, and Ministry of Agriculture and Farmers Welfare.

UPSC Lateral Entry: Eligibility criteria
Candidates with a minimum of 15 years experience for Joint Secretary and 10 years experience for Director level posts are eligible to apply, the UPSC said in an advertisement.
Central government employees are not eligible to apply for these posts, it said.
UPSC Lateral Entry: Salary
Candidates selected for joint secretary level post will get minimum pay level-14 in the pay matrix as per 7th CPC, approximate gross salary of around Rs 2,21,000.
Whereas, the candidates selected for Director level post will get minimum pay level-13 in the pay matrix as per 7th CPC, approximate gross salary of around Rs 1,82,000.
UPSC Lateral Entry: Age limit
The maximum age limit for joint secretaries is 45 years and for director-level posts, only individuals up to the age of 35 years are eligible.
Candidates will be short-listed for Interview on the basis of the information provided by them in their online application. They must ensure that such information is correct, UPSC said.
The Personnel Ministry had in June 2018 invited applications for ten joint secretary-rank posts through lateral entry, considered an ambitious step by the Modi government to bring fresh talent in the bureaucracy.
