Addressing a protest here, Karat alleged that the two state governments have a "negative" approach in dealing with the incidents of rapes and other offences against women.

"There is already a bill, which has to be enacted, and we demand the same to be enacted in the coming Winter Session in Parliament," he said.

"West Bengal's Trinamool Government has a very negative approach to these incidents and it considers these atrocities against women as conspiracies done by the Opposition," he said.

Karat also stressed the need for making police and administration accountable for delay in registering such cases.
