Delhi Lokayukta has filed a special report to Lt Governor Tejinder Khanna seeking review of decision on its earlier recommendation for censuring Chief Minister Sheila Dikshit for allegedly misrepresenting facts on construction of low-cost flats ahead of 2008 assembly polls.
In the report Lokayukta Justice Manmohan Sarin has requested Khanna either to send the report to President Pratibha Patil for review of her earlier decision on the recommendation by the anti-graft body against Dikshit or table it on the floor of Delhi Assembly.
In his order in July last year, Sarin had held that Dikshit "misrepresented" to the public that 60,000 flats were ready for handing over knowing well that the same were not ready, in order to "obtain gain or favour to herself or her political party."
Asked about the special report, Dikshit took a dig at the Lokayukta for raising the issue again even after the President had taken a decision on it.
"The President of India has already taken a decision on the matter. Only the Lokayukta can answer (why he raised it again)," Dikshit said when asked about the special report.
The President in November last year had "advised" the Urban Development department, which is the nodal agency for construction of low cost flats, to exercise caution in making public announcements.
Noting that the President may not have been "advised" on the "factual position" of the case, the Lokayukta in the special report said that Dikshit had "duly owned her message" and had not claimed that the Urban Development department was responsible for it.
"It is, therefore, prayed that this matter be sent, in the first instance, to the Hon'ble President for reconsideration and administration of caution to the respondent (Dikshit) as originally recommended, failing which, it be placed before the Assembly," Sarin said in the report.
The Lokayukta had said Dikshit's "misrepresentation" of facts was contained in a message of her in a booklet which was part registration form for allotment of flats to the urban poor and slum dwellers.
The BJP has demanded Dikshit's resignation following submission of the special report by the Lokayukta to the Lt Governor.
