The Rajya Sabha on Monday saw high drama and embarrassment for the government as some amendments moved by the Opposition to a Constitution amendment bill on backward classes were passed, forcing a major alteration in the legislation.

The amended bill will now have to be returned to the Lok Sabha for its fresh approval. The Lower House had already passed the bill but in the upper House it had been referred to a Select Committee as the Opposition had wanted more scrutiny.

Many key ministers were among the BJP MPs who were absent in the Upper House when the 123rd constitutional amendment bill was taken up for voting.

The BJP chief has reportedly asked members to ensure it is not repeated. The BJP is likely to seek explanation from absentee Rajya Sabha MPs.

Last week, expressing displeasure over lack of attendance of the party lawmakers in Rajya Sabha, Prime Minister Narendra Modi had asked them to ensure their presence in Parliament through the day.

PM Modi reportedly told the BJP lawmakers that it was their responsibility to get the bills passed and not the opposition

Meanwhile, Senior Congress leader and former Union Finance Minister P. Chidambaram accused the BJP of not being serious about passing the Other Backward Class (OBC) Commission Bill.

Chidambaram took to Twitter and wrote, "Government was totally unprepared and nonchalant. Did not even have full strength! Amendments were before House for several days. Government should have engaged Opposition and worked out agreement."
