"The state government spent Rs13.16 crore for the pre-feasibility report of the project way back in 1998. Hefty allocations have been made in every state budget for preparing the project's feasibility report, but it is nowhere near completion," Zadaphia said.

Quoting information obtained under RTI, he said that the pre-feasibility report was slated to be completed within four years, but its status is unclear even after nine years.

Zadaphia said that several changes were affected in the original Kalpasar project plans by the state government, which had contributed to the delays. He alleged that the changes such as changing alignment of the project, planning a port at Dholera, among others, were made to provide benefits to industrial houses.

Zadaphia also questioned reasons for dropping the plans to generate 5,880 MW of power using tidal energy, from the changed plan. He alleged that the revised plans were an attempt by the Narendra Modi government to dupe citizens.
