Governor and Chancellor Kalyan Singh has handed over the matter of regularization of 32 employees in Rajasthan University to Anti-Corruption Bureau (ACB) for a formal investigation. Singh took the decision after carefully examining all points of the case, the staff with governor house told DNA. 

It has, in the initial probe, been revealed that there are irregularities in the case which deserve further probing. The information regarding the regularisation of the university employees against the rules was brought to the notice of the governor. Singh then sought a reply from the Vice-Chancellor of the university on the complaints received in the case.

After that, Governor Singh summoned the replies and documents submitted before the university in the matter. “The reports were analysed by the officials of Raj Bhavan. It was found that the appointment of people was done on temporary/ad hoc/daily basis. But, the university offered them regularisation along with pay scale and financial benefits to the said personnel against the norms,” an official release said. In the case, the provisions of the rules of the university have not been followed, the statement read.

Employees have been given the benefit of the pay scales selected from the appointments made on ad hoc basis. 

These financial benefits have are not tenable under the terms and conditions of the finance department, said sources. “The requisite approval/advice for salary and selected pay wages had also not been taken from the state government in the matter,” an official probing the case said.

In the absence of adherence to any rules and regulations and subsequent approval of the state government, the regularisation of these 32 employees has been done on the recommendations of “a committee constituted internally”, said sources. The regulations governing the appointments in public services and the provisions of the good governance have not been followed in making these regularizations.
