50-floor skyscrapers mooted to save farmland in Pune

Pune improvement committee considers PMC administration’s draft DP.

Pune city would have its own skyscrapers in the next few years as buildings with a height of 150 metres with 50 floors would be allowed as per the provisions of the draft development plan (DP) of the city.

Chairman of the city improvement committee (CIC) of the Pune Municipal Corporation (PMC), Arun Dhimdhime informed reporters about the provision.

The civic administration recently submitted the draft DP to the CIC. The committee is reviewing its provisions.

Dhimdhime said there is a provision of allowing buildings up to 150 m tall in the city. The provision has been made so that agriculture land near the city would not be occupied by buildings and to ensure that more space is available in the central part of the city. Allowing tall buildings would result in making available more open spaces around them.

Presently, buildings of height of 100 m are allowed on roads having a width of at least 80 ft.

There is a problem of non-availability of small flats, which are affordable to the middle class. Considering these problems, a provision has been suggested to make it mandatory for builders to construct flats of 300 to 600 sq ft on at least 30% of the area in a housing project being developed on an area of at least half an acre.

According to a report by Gokhale Institute of Politics and Economics, the proportion of citizens visiting the city for education or business is 12% of the total population. There is no availability of affordable accommodation on rent for these citizens.

Hence, it is proposed in the draft DP that a builder can build small apartments of area of 160 sq ft on 30% of land and hand over the same to the PMC. In return, he would be allowed to do construction on the remaining part of the land equal to three times the area of the original plot of land. The small flats available to the civic body would be provided on rent to citizens who have migrated to the city. The provision would be applicable to projects on at least one acre.
