Adarsh scam: Promoter hid Defence Estate Officer's objection to development plan

The DEO had written a letter to the principal secretary of UDD, where he objected to the proposed modification in the development plan affecting the land in question.

Kanhaiyalal Gidwani, one of the chief promoters of Adarsh CHS, did not make any reference to the objections raised by the Defence Estate Officer (DEO) to the development plan affecting the land in question in his letter to the Principal Secretary of Urban Development Department (UDD).

The DEO had written a letter dated September 23, 1999 to the principal secretary of UDD, where he had objected to the proposed modification in the development plan affecting the land in question.

“I did not feel it necessary to highlight this aspect in my letter written to AP Sinha, the then-principal secretary of UDD on August 7, 2000,” Gidwani told the two-member commission set up to probe the Adarsh scam. Interestingly, the DEO’s letter was mentioned in another letter sent by Gidwani to the then-chief minister on August 3, 2000.

Replying to the commission counsel Dipan Merchant, Gidwani also accepted that the number of members of the proposed Adarsh CHS was increased even before the letter of intent was issued to Adarsh.
