Custodian of 19,642 buildings

Mumbai Building Repairs & Reconstruction Board (MBRRB) came in to existence from 1971.
Subsequently the same was merged with Maharashtra Housing and Area Development Authority (MHADA) in 1977. The Activities of MBRR Board were entrusted to Mumbai Housing and Area Development Board (MH&ADB) under MHADA.
Due to difference in work areas, MH&ADB was trifurcated and separate Mumbai Building Repairs & Reconstruction Board (MBRRB) was formed in 1992. The main work areas and works/ achievements of MBRRB are as follows:
MBRRB is custodian of 19,642 building in the Island City of Mumbai, which are known as cessed buildings. At present about 14,190 buildings exist due to collapse, reconstruction/ redevelopment of buildings. These buildings are classified in 3 categories.
Classifications of cess buildings
Repair cess is levied on these buildings.
(a) Repairs of cessed building: The structural repairs of the cessed buildings are carried out up to max limit of Rs2,000/- per Sq.mts. Now in December 2013 Government in Housing Department has issued Notification for maximum limit of Rs 3,000/- per sq. mt.
If the rate of repair exceeds, then the buildings are declared as beyond economical repairs under section 88(3)(a) of MHAD Act and are taken up for reconstruction / redevelopment.
Up to March 2013, about 27,263 works of structural repairs are executed with an expenditure of 1232.20 crors.
(b) Reconstruction: Structural repairs to the cessed building are not a permanent solution to the problem.
Thus the cessed buildings reconstructed which cross limit of repairs as stated in (a) above.
Up to March 2013 ; 704 old buildings comprising of 22,643 tenements are reconstructed with 392 new buildings with 27,951 tenements.
The expenditure incurred is 317.79 crores.
Also, under Urban Renewal Project under Rajiv Gandhi Niwara Prakalp (RGNP) 239 buildings with 5243 tenements are reconstructed with 66 new buildings comprising of 6305 tenements with an expenditure of 49.16 crore.
Thus in all 943 old buildings with 27,886 tenements are demolished and in its place 458 new buildings with 34,256 tenements are constructed by MBRRB.
Now the self contained reconstructed tenements are provided with minimum carpet area of 27.88 sq. mts., or the existing carpet area whichever is higher subject to maximum of 70 sq. mts. free of cost on ownership basis. The co-operative society of tenants are formed and the buildings are handed over to them for maintainance.
(c) Acquisition of property for proposed Co-op Society of tenants: The cessed properties are acquired under provisions of chapter –VIII A of MHAD Act for Co-op Society of tenants/occupants, for better preservation / reconstruction.
Total 471 proposals are processed and buildings are handed over to tenants in 13 cases.
However due to interim stay of Supreme Court of India there is less progress in these proposals.
(d) Redevelopment of cessed buildings under DCR 33(7): When 70% tenants come forward with owner and developer, the NOC for Redevelopment of cessed property is issued by MBRRB. The incentive FSI is given to the developer for rehabilitating tenants of cessed building.
The FSI given is 3.0 or Rehab FSI + 50% incentive FSI whichever is higher.
In this case also tenants are provided tenements with minimum 27.88 sq. mts. or the existing carpet area, whichever is higher subject to maximum of 70 sq. mts. free sale tenements, which are used to cross subsided the scheme.
NOC is granted for 1608 proposals under the scheme.
Total 54,406 tenements constructed or under construction.
Construction of about 15,024 tenements is completed till date.
Developers are also expected to handed over some surplus tenements to MBRRB as per 3rd schedule of MHAD Act.
(e) Transit Camp: When the buildings are taken up for repairs or reconstruction by the MBRRB, the tenants/occupants of building are provided with temporary alternative accommodation in Transit Camps.
MBRRB has 51 Transit Camps at various locations in Mumbai city and suburbs.
Total of 21,135 tenements (including transit camp constructed on mill land) are constructed for transit accommodation in the same.
The transit camps were constructed as temporary structures.
Most of these were ground floor or ground plus 1 structures, with area ranging from 120 to 200 sq. ft.
Now many of these Transit Camps have out lived their life. Thus they are taken up for redevelopment with better amenities.
Most of tenements constructed have carpet area of 16.72 sq.mts. to 20.90 sq. mts. (180 to 225 Sq.ft.) in buildings with ground plus 4 or ground plus 7 upper floors and Stilt plus 22/ plus 23/ plus 24 storied upper floors on mill land.
Redevelopment works are being undertaken at the Sion, Dharavi, Oshiwara, Bandra, Colaba, Mulund, Ghatkopar, Chembur and Dahisar transit camps.
(f) The activities of MBRRB are broadly financed as under (approximately):
1) Through cess funds - 40 Crores
2) Matching grant by GOM - 40 Crores
3) Contribution by MCGB - 10 Crores
4) MHADA contribution - 10 Crores
5) Collection of rent and service charges
6) MLA / MLC’s fund through DPDC.
Now Government in Housing Department have sanction additional Rs 100 crore for repairs and reconstruction of cess buildings.

Indicating information about existing cess buildings :
Out of 14,910 cess buildings about 5000 are about 100 years old and about 7,608 are over 80 years old.
About 4,00,000 families reside in these buildings.
About 18-20 lakh persons stay in them.
There are about 25,000 non-residential tenements in these buildings.
The rent of these buildings has been frozen from 1st Sept. 1940.
Due to the meager rent collected, the owners are not able to carry out any repairs of these buildings.
Due to lack of maintenance the condition of these buildings has deteriorated and many have become dilapidated.
Some buildings have also collapsed causing loss of life and property of the people staying in them.

To make the cessed building data easily available in public domain at a 'click.'
Benefits
The tenants /occupants of cessed buildings will have access to the data regarding their building; like C.S number, cess number, plot area, number of tenements, category, D.P Reservation etc.
Any common person can view and use the data of any cessed building on the island city of Mumbai for his/her benefit.
The landlords can easily avail the information/various details of their building without visiting several offices.
The process of redevelopment can be accelerated and will be more transparent.
The pockets having potential for Redevelopment can be identified by using the data.
This compiled data will be readily available with the GIS maps for Planners.
The details like FSI required for rehabilitation, feasibility of redevelopment project, infrastructure / amenities can be properly planned.
The details of the Plot area, Built-up area, FSI consumed will be readily available for framing the policies.
MHADA officials /Engineers can use this data for day to day working which will enhance the efficiency of work.
This data can be useful for the Government, MHADA, MCGM, MMRDA, Control rooms etc. for various purposes.
In case of disaster, the information will be useful to locate the affected buildings and to reach the spot so that relief can be provided to the affected people.

(h) A control room is maintained round the clock at 89-95, Rajani Mahal, Tardeo, Mumbai to receive massages of building collapses and to provide immediately assistance in case of mishap.
A pre-monsoon survey of all the cessed buildings is undertaken by MBRRB.
A list of dangerous buildings is declared before onset of monsoon. Action of eviction, propping, demolition, repairing etc. is immediately undertaken on these buildings.
