The state Human Rights Commission has issued a notice to the government-run J J Hospital and KEM Hospital here on a petition which alleges that their mortuaries are infested with rats.        "Armies of rats" inhabit the mortuaries of the two hospitals and they nibble at the dead bodies, according to the petition filed by advocate Sushant Kunjuraman.He also contends that bodies are kept in unhygienic conditions and are decomposing very fast, as proper temperature is not maintained inside.The petition also states that unclaimed bodies that are brought to the mortuaries of civic hospitals are kept on floors and piled on top of each other."It's a horrible experience for those who visit mortuaries searching for missing relatives or friends," Kunjuraman told reporters.Kunjuraman also alleged that stray dogs too create "their own set of problems" at the mortuaries.        SHRC has sought reply from the two hospitals by April 5.
