Former police and intelligence officers feel that the intelligence gathering has suffered a lot due to the failure of all agencies to function in an integrated manner.

“We don’t have a scientific intelligence gathering mechanism. The beat constables are not trained to gather clues and if they do, they are not scientifically processed by agencies like the Intelligence Bureau and the RAW,” said former IPS officer YP Singh.

“For example, the fundamentalist elements can be terrorist sympathisers and fund givers, but there is no system to keep an eye on them. The target for police now is to try and keep an eye on terrorists but not those who help them,” he said.

Singh further said, “There is no need to make a case on the friend of the terrorists, but a watch can help in tracing the terrorists. Analysis of phone records of sympathisers can surely help.”

A former intelligence officer said, “We can embark on the scientific vigil and start keeping a close watch on the friends of terrorists. Even the state and city intelligence wing should work more in getting terrorist inputs than political input.”
