To research on and influence the processes of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the School of Habitat Studies at the Tata Institute of Social Sciences (TISS) has now set up an Urban India Reform Facility, or UIRF. Otherfocus areas will include schemes like Integrated Housing and Slum Development Programmes (IHSDP) and Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT).

“Urbanisation is a multi-dimensional process. However, the immediate focus of the facility is the JNNURM Regime. There are 23 reform proposals under JNNURM, but there is a mismatch between target and progress of implementation. People are not aware where the funds are coming from and whether any conditions in the form of wide-ranging reforms are attached to these funds,” said professor Sanjeev Chandorkar, who is coordinating UIRF activities. 

He said that while there have been civil society organisations and activist groups struggling to bring in people-centeredness in JNNURM regime, they have not been able to make their presence felt. 

“So, a major objective of UIRF is to increase public control and emphasis so that they have more influence in urban reforms,” said Chandorkar. “We propose to work in a decentralised manner.

Around 60 per cent of funds of the JNNURM scheme have been grabbed by 10 big cities. Whereas, less than 15 per cent of the total 5,000 small and medium towns in the country have received funds from the central government and hence these small and medium towns will be our major focus,” said Chandorkar.

“While majority of urban problems will be common among most cities, the solutions to them will have to be town-specific. So it’s necessary to partner with agencies which are rooted in that town and subsequently strengthen them,” he added.
