Actress Katherine Heigl wants animal abusers to be punished strictly.

Last month, the stunner helped a pooch that was discovered with its legs tied together in a muddy field in Bakersfield, California.

James Worley, 52, the accuser has since been arrested and faces a possible charge of felony animal cruelty, reports The Daily Star.

Later, the actress announced the pooch, England's new home.

The pitbull was named England after the animal control officer who saved him, Kristen England - courtesy the Grey's Anatomy star's The Heigl Foundation.

She also revealed that she'll be working in conjunction with Last Chance For Animals to prevent animal cruelty.

Heigl will offer rewards through the foundation to those who will help them in providing information on animal abusers.

"The thing is that you don't want to give up on these animals. Just because they've been through what they've been through doesn't mean that they can't have an enjoyable, happy, loving life," said the Knocked up star.
