Hopes outreach to stabilise Kaushalya Scheme brand and get high salary jobs for trainees
In order to achieve an ambitious target of providing training to 19.61 lakh candidates for jobs especially from rural areas till 2022, the Ministry of Rural Development has asked state governments to undertake regular outreach activities with the leading industries and employers. States have also been told to organise regular meetings with chief executive officer of specific industries and employers at regular interval to ensure that trainees of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY). The ministry hopes that regular outreach and periodic meetings will help to stabilise the DDU-SKY brand and also help project implementing agencies (PIAs) to run a demand driven programme.
Further, the ministry, in its internal note, said that state government's regular interaction with the industry is also essential as more and more employers can become likely PIAs as captive employers which will ensure better placements. ''If the industry wishes, it can supervise an ongoing batch with the PIAs to ensure that trainees are given quality training as per its requirement,'' the ministry added.
DDU-GKY is a placement linked skill development program which allows skilling in a public private partnership (PPP) mode and assured placements in regular jobs in an organization not owned by the skilled person. A total of 2.28 lakh youths have been trained in the year 2018-19 against a target of skilling of 2 lakh rural youth. Further, the guidelines of the scheme mandate state governments to take up skill training projects with Corporate Social Responsibility funding.

Infrastructure & Logistic Federation of India immediate past president Sushil Jiwarajka said this is an excellent initiative by the government to make large number of unemployed and those entering the job market employable across the rural india. ''However, to make the scheme successful, the curriculum for the training must be updated to suit latest technologies and skills required by the private sector. States can work in close harmony with the private sector to design the course and to equip the training facility with latest tools and equipment,'' he said.
Jiwarajka observed that with the Prime Minister Narendra Modi's push for massive infrastructure development worth Rs 100 lakh crore, there should be a special focus on the development of skills required to build these infrastructure projects.
