Who is Justice N Kotiswar Singh, first Supreme Court judge from Manipur?

The Central government announced today that the Supreme Court has appointed its first judge from the violent northeastern state of Manipur. Being the first judge from Manipur to serve on the Supreme Court, Justice Kotiswar Singh is originally from that state. 

Union Minister of State (I/C) for Law & Justice Arjun Ram Meghwal says, "The President has appointed Chief Justice, High Court of Jammu & Kashmir and Ladakh, N Kotiswar Singh and Judge, Madras High Court, R Mahadevan as Judges of the Supreme Court."

On July 11, the Supreme Court Collegium recommended that the two judges be appointed. When the two are sworn in, the top court will operate with its full complement of 34 judges.

Judge Singh was born in Imphal, Manipur, on March 1, 1963. Prior to moving to the Gauhati High Court, he briefly practiced before the Supreme Court of India.
 
He was born to N Gomati Devi and the late Justice N Ibotombi Singh of the Gauhati High Court, who had previously held the position of Manipur's first Advocate General.
 
The Gauhati High Court named him a Senior Advocate in 2008. Justice Singh was sworn in as an extra judge of the Gauhati High Court in 2011 and appointed as a permanent judge in 2012.

When the Manipur High Court was established in 2013, he was named a judge there. In 2018, he was moved to the Gauahti High Court, and in 2019 he was promoted to the position of Chief Justice of the
