As many as 406 out of 630 colleges affiliated to the Mumbai University do not have full-time principals. Most of them have principals-in-charge running the show.

The deadline to fill up the vacant posts is May 31, but most of the college managements have not even initiated the process. With just about five weeks to go, very few are likely to meet the deadline.

No college, be it private, aided or unaided, can keep its principal’s post vacant, the Bombay high court had ruled in December 2008.

Based on the court order, the state government had issued a circular to all colleges, asking them to fill vacant posts of principals by May 31, 2009.

The circular had warned that colleges failing to meet the deadline would be prohibited from taking in students in first year courses.

The names of the defaulting colleges would be notified in local newspapers. If the situation persists, the university might even cancel affiliations of such colleges.  

The college managements moved the Supreme Court. On May 29 last year, the apex court gave the colleges an extension of one year, giving them time till May 31, 2010, to fill up the posts.

A Mumbai University official said, “Principals of only 224 colleges have the state’s sanction. The university is sending letters to the remaining 406 colleges, reminding them of the May 31 deadline. The high court order says that colleges will have to fill the posts with qualified, regular and approved candidates.”

The official went on to add, “It is now impossible to meet the deadline. The college managements have not taken any action. They will come out of their stupor now, but there is hardly any time left. Qualified candidates are not easy to get.”

A college principal said, “The requisite qualifications for the principal’s post, set by the University Grants Commission, are not easy to meet. There are not many candidates who have completed PhD, and have qualified NET or Slet as well. The college managements will go to court again for another extension. The vicious circle will never end.”
