After former chief ministers and ministers, it is Congress MLA from Vijayanagar, M Krishnappa’s turn to be in soup as a complaint was filed against him at the Lok Ayukta special court on Monday.

According to the complaint, there are discrepancies in statements of his assets and liabilities and source of income of his family members in the returns filed by him before the Lok Ayukta and the chief election commissioner. The complaint against Krishnappa, his wife Priyadarshini, his second son Priyakrishna, the sitting MLA from Govindarajanagar, and his younger son Pradeep Krishnappa, was filed by Prakasha HC, an advocate. Krishnappa was sworn in as MLA in June 2008 after winning the Vijayanagar assembly seat.

According to the Representation of People’s Act, 1956, Kishnappa submitted a statement of his assets and liabilities along with an affidavit sworn by him accompanying the nomination form before the state’s chief election commissioner on April 21, 2008.

“However, the statement does not tally with the annual returns filed before the Lokayukta on July 15, 2006, June 30, 2008, July 10, 2008, June 19, 2009, August 31, 2009, June 29, 2010, and June 29, 2011,” the complainant alleged. During his tenure as a public servant, Krishnappa was shown to have made assets worth hundreds of crores of rupees in his and his family’s name, without mentioning a proper source of income. “If there is an increase in assets, there has to be an increase in liabilities,” the complainant pointed out.

He has shown assets and liabilities worth around Rs100 crore but his monthly source of income has been shown as Rs2 lakh. The monthly income was disclosed as Rs30 lakh in his returns, which were filed on July 15, 2006. This has gone down to Rs2 lakh in his latest returns. His family’s annual income was shown as `2 lakh in the returns filed on June 29, 2010 and June 29, 2011.

“The statements made by him before the authorities concerned are concocted,” the complainant alleged. “Thus it is obvious that he has made assets in excess to his known sources of income in his and his family’s name, through corrupt practices,” he added.
The case, which came up for hearing before Lok Ayukta special court judge NK Sudhindra Rao, has been posted to January 12 for orders regarding the admissibility of the case.
