The Human Resource Development (HRD) Ministry has accepted the proposal to develop Industrial Training Institutes (ITIs) like formal schools, for which a separate board has been assigned to these institutions. The board will now develop a curriculum at par with other formal schools, and give them certificates for Class X and XII. So far, ITI students have been getting certificates from open schools.

A Class VIII pass out would be able to get a Class X certificate after two years in ITI, and two more years of training will make him eligible to acquire Class XII certificate. The student will also be eligible for further admission in college like any other regular student.

DNA had earlier reported that the Ministry of Skill Development and Entrepreneurship (MSDE) plans to develop ITIs into formal schools like Central Board of Secondary Education (CBSE) and ICSE, the proposal which was discussed with HRD Ministry, has been accepted. National Council for Vocational Training (NCVT) will be the nodal agency to conduct these examinations.

The plan has been drafted to include school dropouts into mainstream by imparting them with necessary skills along with providing them the correct affiliation.

As per the minutes of the meeting accessed by DNA, it was decided in the meeting of HRD Ministry and MSDE that, “NCVT may approach concerned academic organisations such as University Grants Commission (UGC) and All India Council for Technical Education (AICTE) with regards to availability of courses in higher education institutions.”

“UGC, AICTE, CBSE, National Council of Educational Research and Training (NCERT), Association of Indian Universities (AIU) and state boards will also be informed that NCVT has been authorised to conduct academic examinations for ITI pass outs and award 10th and 12th certificates to them. Such certificates will be honoured by all educational institutions for further opportunities for higher studies,” it added.

A notification with regard to NCVT authorisation will also be issued and published in Gazette of India. For the subjects that could be directly taught under NCVT during two years ITI course, the board would develop institutional capacity to assess, teach and certify students on the subjects.
