Dinesh Trivedi blames bureaucracy for 'red-tapism' in health ministry

Hitting out at the bureaucracy, minister of state for health Dinesh Trivedi today held it responsible for "red-tapism" in the ministry and said he felt absence of support system for implementing projects.

"We should not get bogged down by bureaucratic process. Health cannot be blocked by red-tapism," Trivedi told TV channel CNN-IBN in New Delhi.

He said the major roadblock is that they (the bureaucracy) do not understand technology. "If you have all these young kids of India, who have just graduated from the colleges and universities, if you give them the health ministry then they can run it much better than the bureaucracy".

"If my senior minister Ghulam Nabi Azad was not proactive during H1N1 (outbreak), and it was only left to the bureaucracy, I don't think we could have found solutions," Trivedi said.

Asked what have politicians done to help the situation, he said, "again the question is that the top leadership comes and goes and what is permanent is the bureaucracy and top leadership only gets what they are given to understand".

On the recent scam in the Medical Council of India, Trivedi said, "I think everybody knew what was happening and we need not wait for scams to take place. We don't have to wait for CBI to tell us about the scams.

"Where is the accountability of bureaucracy. There is accountability at the political level because we have got to go to the people. I think that people at the level of the secretaries have to go to the villages to meet the people," he added.

On what initiatives he himself had taken for the health ministry, the minister of state said, "I have taken initiatives like the tie-up with the railway ministry, but unless and until I have the support system...I personally feel I am lacking in the support system".
