Delhi Police Special Cell has lodged an FIR under sections of Unlawful Activities Prevention Act (UAPA) and sections of IPC dealing with sedition and issued lookout notices against farmer leaders to investigate the violence at Red Fort in Delhi on January 26, even as the Ghaziabad administration gave an ultimatum to the protesters at UP Gate to vacate the site by midnight.

According to the Delhi Police, 33 FIRs have been registered so far in connection with the violent incidents that occurred during the farmers' tractor rally on Republic Day.

"The Delhi Police has issued lookout notices against farmer leaders named in an FIR in connection with the violence during the tractor parade," Police Commissioner Srivastava told PTI.

Lookout circulars have been issued against Boota Singh Burjgil, Darshan Pal Singh, Rakesh Tikait, Saravan Singh Pandher, Satnam Pannu, Yogendra Yadav, Medha Patkar, Lakha Sidhana, Deep Sidhu, Joginder Singh Ugaraha, Rishipal Ambawata, Balbir Singh Rajewal among others.

A preliminary assessment suggests there was a pre-conceived and a well-coordinated plan to break the agreement reached between Delhi Police and the leaders of farmers organisations, to indulge in a violent confrontation with the security forces, to breach the sanctity of iconic and historical structures/monuments and to create an international embarrassment for the government on the occasion of the Republic Day, according to the Police.

"The Kisan Andolan turned violent on January 26, 2021, leading to damage of public property in several parts of the national capital. Public property worth several crores of rupees were damaged by violent mobs and 394 police personnel sustained injuries while performing their lawful duty," said Delhi Police Special Cell.

The Special Cell is investigating the conspiracy and criminal designs behind these unfortunate events that occurred on Republic Day.

"A criminal case has been registered and is being investigated under provisions of the Unlawful Activities (Prevention) Act (UAPA) and sections of IPC dealing with sedition. The role and conduct of organisations and individuals based in India, as well as those out of the country, is being probed. The investigation is in progress and further details will be communicated in due course," said Delhi Police Special Cell.

A confrontation was building up at the UP Gate in Ghazipur bordering Delhi with heavy security deployed while frequent power cuts were witnessed in the evening at the protest site, where Bharatiya Kisan Union members, led by Rakesh Tikait, are staying put since November 28.

Tikait, the BKU's national spokesperson, was adamant threatening, "I will commit suicide but won't end protest until the farm bills are repealed." He also claimed threat to his life, alleging that armed goons were sent to the protest site. Condemning the Uttar Pradesh government and police for the ultimatum, he said, "No violence has taken place at the Ghazipur border but still the UP government is resorting to policy of suppression. This is the face of the UP government."

Earlier, Delhi Police has issued a notice to Tikait asking him to explain to why legal action should not be taken against him for breaching the agreement with police regarding the tractor rally on January 26. The police asked the 37 farmer leaders, including Tikait, Yogendra Yadav, Balbeer Singh Rajewal whose names have been named in an FIR in connection with the violence, to submit their response within three days.

Meanwhile, Centre has extended the deployment period of four companies of Rapid Action Force (RAF) till February 4 to maintain the law and order situation in Ghaziabad in view of farmers' protest.

Protestors broke barricades to enter Delhi and indulged in vandalism across several parts of the national capital during their tractor rally organised to protest against the Centre`s three new farm laws. Thousands of protesting farmers had clashed with the police during the tractor rally called by farmer unions.
