British prime minister Gordon Brown said he supported the 2003 invasion of Iraq not because of its military threat but because of its repeated failure to comply with international obligations.
Brown's comments to Tribune magazine gave an indication of how he intends to approach his testimony to an official public inquiry into the Iraq war in early March.
Critics accused him of "desperately trying to distance himself" from the stance adopted by his predecessor Tony Blair who told the inquiry last month that then Iraqi leader Saddam Hussein was a threat to the world who had to be disarmed or removed.
A key plank in the government's argument had been that Saddam had weapons of mass destruction (WMDs), none of which were ever found.
"The evidence that was given to us was that there were weapons and that was the finding of a number of people but for me the reason for intervention was always the breach of international obligations by the Iraqi government," Brown said.
Brown, finance minister at the time of the invasion, said Saddam had signed up to international commitments to disclose everything about his country's munitions, but had failed to do so.
"...then (the) United Nations itself and collective action by the world community itself was put at risk...," he said.
Some people, including Blair, have said the U.N. Security Council Resolution 1441, which gave Iraq a final opportunity to comply with its disarmament obligations months before the war broke out, gave a clear mandate for military action.
The Liberal Democrats, Britain''s third-biggest political party who voted against the invasion, accused Brown of trying to "rewrite history".
"Gordon Brown is desperately trying to distance himself from both Tony Blair and his own key role as chancellor (finance minister) in the disastrous war in Iraq," the Liberal Democrats'' foreign policy spokesman Edward Davey said in a statement.
The decision to send 45,000 British troops to Iraq in 2003 was the most controversial episode of Blair's 10-year premiership, provoking huge protests, divisions within his Labour Party and accusations he had deceived the public about the reasons for invasion.
The issue still rankles and Brown's appearance before the inquiry, before an election expected in May, could hit the ruling Labour Party''s efforts to close a gap with the opposition Conservatives in opinion polls.
Brown set up the inquiry last year to learn lessons from the conflict following the withdrawal of British troops from Iraq.
"I don't want people to think that there are unanswered questions," Brown told Tribune.
"I want to make sure that people know that everything I did was both thought-through and justified," he said.
