The principal secretary of school education department Vandana Krishna has told all education officials across the state to instruct schools to spend 10 per cent of the composite school grant in maintaining girls’ toilets in government schools to avoid dropout rates in girl students. However, the Mumbai School Principals Association claims that the education department on one hand orders to follow their instructions and on other does not pay composite school grants to schools.

Out of 66,750 government and municipal schools in Maharashtra, only 65,103 schools have girls toilets shows U-DISE (Unified District Information System for Education) 2017-18 data. Krishna has issued a circular for all the education officials of Zilla Parishad primary education and education officials of all municipalities on April 5. According to the circular, non-maintenance of girls’ toilet restrains girl students from using it. This also leads to an increase in dropout rates in girl students. Hence, it is important to provide hygienic environment to girl students. 

The education department has been asked to instruct schools to maintain the girls’ toilets in schools via 10 per cent composite school grant meant for Swachchata Action Plan or through Corporate Social Responsibility (CSR). The schools have also been asked to make arrangements of mirrors, dustbins, hanger, shelf, soaps, bucket and light facilities.

Prashant Redij, secretary, Mumbai School Principals Association, said, “I am sure that the figure of schools not having proper toilet facility is high. But the government should pay the grant to schools.”

One of the teachers from the civic school said, “Forget about maintaining the toilets. I have seen civic schools that have shut the toilets for years because the toilets are in dilapidated conditions.”
