In a move aimed to benefit lakhs of college-going students, the Delhi government has empowered college principals in the national capital to issue Learner's Driving Licence to their students, Transport Minister Kailash Gahlot said on Saturday.

"Young and studying in Delhi? You can soon get your Learner's Driving License from your college itself (sic)," Gahlot said in a tweet.

The move will benefit nearly 2 lakh students studying in Delhi. A Learner's Licence, valid for up to six months, is a prerequisite for permanent driving licence.

"Delhi govt empowers Directors and Principals of Colleges, Polytechnics and ITIs to issue Learner's License (sic). Over 2 lakh students will benefit each year," the Transport Minister said.

The AAP government in Delhi has launched several schemes to provide easier access to services. Earlier, the government announced that applicants of driver’s licence will be able to get it delivered to their home by paying a nominal amount od Rs 50 extra.

Applicants will have to call a helpline number, which is being set up. Once the appointment is fixed, a 'mobile sahayak' will visit their home to fill the online forms. This will be exactly like approaching a helpdesk that we have set up at regional transport offices (RTO), but here the helpdesk will actually come to your home,” said an official last month.

Though the online form filling services are already active, but there are many people who face difficulties during this process.

Vehicle registration certificates (RC) can also be obtained through this process.

Applicants must have a learners' licence and upon submission of the online application, they will be given a slot for the driving test which will be conducted at the RTO. Once the test is cleared, the permanent driving licence will be delivered to their doorstep.
