It has been three years and the work of ‘Waste-to-Energy’ project by Jaipur Municipal Corporation (JMC) is yet to see the light of day. It was the electricity rates that hindered the project and now after one-and-half year when the power rates are fixed,  the land allotment for the project is pending. 

Under the guideline of Swachh Bharat Mission (SBM), the ‘Waste-to-Energy’  project was introduced to bring in scientific disposal of waste generated from the city. The aim was to make electricity from the waste and add to the green cover of the city. But, it was due to poor functioning of the municiapl administration that the work got delayed and remained restricted to file. It was almost two-and-a-half year ago that a company was selected after due completion of tender process of the project.

According to sources, after selecting the company for the project, things did not move forward due to garbage purchase rates for one-and-a-half year and subsequently tsigning of MoU with the company was put on hold by the municipal corporation. It was only last year that the MoU was signed and the company started planning to set up the plant, but to no avail.  The case was then stuck between the Rajasthan Power Transmission Corporation and Jindal Urban Infrastructure Private Limited regarding the purchase of electricity. RVPNL refused to buy electricity at the rate of Rs 7.90 per KW. RVPNL refused to buy power with the permission of the Rajasthan Electricity Regulatory Commission (RERC). The petitioner filed a petition in the RERC for the company’s Power Purchase Agreement (PPA). 

RERC fixed the purchase rate of Rs 7.31 for three months before disposing of the petition. Similarly, the process of land allotment for the project has not been completed. File of land allotment is pending in the revenue section of JMC.

Tender Process

The tender process of the project was completed by JMC in May-June, 2016 and Jindal Urban Infrastructure Private Limited was selected to take up the project. The plant for conversion of waste to energy was proposed at JMC’s landfill site in Langadiyawas. As per the tender terms and conditions, the said plant would be set up on Public Private Partnership model. As per the project agreement, JMC would provide 700 metric ton waste to the company besides free land at Langadiyawas. 

JMC’s Lax Attitude

Investment Done

The company would pay JMC Rs 66 in return for per metric ton waste and the civic body proposes to give Rs 25 crore as one-time Viability Gap Funding to the company. The company would invest and install the plant to produce electricity from 700-ton waste while the plant is expected to produce 10 MW power. Out of this, 2.5 MW power would be consumed in plant operation.
